CS Ogamba Issues THREE Radical Changes After Rampant School Unrest

Julius Ogamba, the Education Cabinet Secretary, has outlined a slew of measures aimed at reducing rising levels of school unrest and discipline.

Ogamba established a multi-stakeholder committee to study the underlying issues and propose long-term remedies.

Speaking at Jogoo House on Wednesday, June 10, Ogamba stated that the government was handling the recent cases of school unrest with urgency.

This follows a string of disruptions recorded in educational institutions across the country.

The group will bring together important players in the education sector to investigate the issues that contributed to the disturbance and offer solutions to avoid similar crises in the future.

“We shall be forming a multi-stakeholder team to look into the issues and causes of unrest and make recommendations on strategies for containing this challenge,” Ogamba said.

As part of the new measures, the Ministry directed schools to urgently convene Parents Association meetings to review the welfare of learners and assess the state of affairs in their respective institutions.

The CS said parents, teachers, and school administrators must work closely together to identify emerging concerns and address them before they escalate into major disciplinary issues.

Schools have also been instructed to strengthen guidance and counselling programmes while enhancing mechanisms through which learners can raise grievances and seek support.

In addition, school managements have been directed to reinforce safety measures and promptly address concerns raised by students to foster a conducive learning environment.

County and Sub-County Education Offices will meanwhile undertake targeted safety assessments and audits, with particular focus on institutions identified as being at a higher risk of unrest.

At the same time, Ogamba announced that the Ministry of Education will adjust the school calendar beginning next academic year to ensure a more balanced distribution of learning weeks across all terms.

Mid-term Breaks

However, the CS ruled out any changes to the 2026 second-term calendar, confirming that schools will proceed for the midterm breaks as scheduled between June 24 and June 28.

Ogamba further reminded principals and heads of institutions of their responsibility to address student grievances in a timely manner.

He warned that individuals found responsible for acts of arson, vandalism, or other unlawful activities would face firm action in accordance with the law.

He maintained that while learners may have legitimate concerns, there can be no justification for actions that result in loss of life or destruction of property.
