CS Ruku Issues Directive To State Agencies On Citizen Services At Huduma Centres

Kenyans will soon be able to access a broader range of government services at their nearest Huduma Centre, according to a new mandate forcing agencies to implement all citizen-facing services at the centres.

Public Service Cabinet Secretary Geoffrey Ruku directed all government ministries, divisions, and agencies (MDAs) to guarantee that all services provided directly to the public are accessible via the country’s 59 Huduma Centres.

On Tuesday, June 23, Ruku spoke at the Kenyatta International Convention Centre (KICC) as part of an event commemorating African Public Service Day.

He noted that the decision was issued by President William Ruto as part of an effort to improve service delivery and customer experience in the public sector.

“We have directed all ministries, departments and agencies which have citizen-facing services to make all those services available in Huduma Centres,” he stated.

Currently, Huduma Kenya provides 165 services from 51 ministries, departments and agencies, as well as 35 county governments.

However, according to Huduma Kenya Chief Executive Officer Ben Kai, only 11 national government agencies have deployed services in all Huduma Centres countrywide.

According to the CS, government agencies would be required to work with the Huduma Kenya Secretariat to ensure seamless deployment of services nationwide.

Under the directive, agencies with adequate staffing levels will station their officers at Huduma Centres to offer services to citizens.

Those unable to deploy sufficient staff would be supported through a new arrangement in which Huduma Centre personnel would be trained to provide services on their behalf.

“Where they don’t have enough staff to place in the Huduma Centres, as a ministry, we have made arrangements with Huduma,” Ruku instructed.

“Their staff will be trained on those services you are offering as a government agency, and they will be able to offer them on your behalf.”

Access to government administration has long been a challenge for citizens, so the implementation of this directive could ease the burden of pursuing services that already entail difficult processes.

It could also help standardise service availability across Huduma Centres, addressing disparities that currently force some citizens to travel to other counties to access services unavailable in their local centres.

Moreover, the Ministry of Public Service and Human Capital Development said the approach will reduce operational costs and improve efficiency.
