
Former Ruto PS Endorsed For Governor Seat Months After Resignation
Mohamed Liban, the former Petroleum Principal Secretary, has entered the Isiolo governor candidacy after receiving endorsements from community elders.
In a ceremony in Isiolo town on Sunday, June 28, Liban was approved to run for Isiolo governor in 2027, ushering in a heated competition for the position in the county.
According to Warsu community elders, Liban has the experience to promote their interests and will lead the county to prosperity by 2027.
“We realised there is a problem in Isiolo. So we sat down and decided we needed someone with experience and who is learned enough to lead this county. He can bring good governance and leadership,” one elder stated.
“We expect Liban to influence change in the communities living in this county. That is why we see Liban as the perfect man for the job,” he added.

The move comes months before the 2027 general election, as several hopeful candidates prepare for the approaching race.
Liban’s entry to elective politics, however, comes a few months after his dramatic exit from the government, where he served as Petroleum Principal Secretary.
He resigned after a controversy surrounding the procurement of a substandard fuel product worth over Ksh4.8 billion.

The shipment, valued at approximately Ksh4.8 billion, was acquired outside the Government-to-Government (G-2-G) framework Kenya has in place with Gulf nations for oil supply.
Liban, together with former Energy and Petroleum Regulatory Authority (EPRA) Director General Daniel Kiptoo and former Kenya Pipeline Company (KPC) Managing Director Joe Sang, all resigned from their positions following the scandal that allowed the sale of unauthorised fuel into the country.
In an announcement made by the Head of Public Service and Chief of Staff Felix Koskei on Saturday, April 4, President Ruto received the resignation moments after the former state officials were arrested in connection with the scandal.

“The President has received the resignation of Mr Mohamed Liban as Petroleum Principal Secretary, alongside the exit of Kenya Pipeline Company Managing Director Joe Sang and EPRA Director General Daniel Kiptoo Bargoria, following decisions by their respective boards,” Koskei stated in the letter.
However, two days later, the trio was released on Monday, April 6, on police bail pending further investigation and subsequent arraignment, although it is unclear whether charges will be pursued against them.
