Ruto Appoints New Gov’t Spokesperson, Nominates Sossion & Atwoli’s Wife To Lucrative Posts
President William Ruto has announced new appointments and nominations for the Executive.
The President appointed a new Government Spokesperson and forwarded names to the Teachers Service Commission (TSC), the Independent Policing Oversight Authority (IPOA), and other state agencies.
Former police spokesperson Charles Owino Wahong’o was redeployed from the Ministry of ICT to become the new Government Spokesperson, according to changes made on Tuesday, July 21.
Wilson Sossion, former Secretary General of the Kenya National Union of Teachers (KNUT), was also appointed to the Teachers Service Commission (TSC) Board of Directors.
Antonina Lentoijoni was also nominated to serve as a member of the TSC, with both names forwarded to Parliament for approval in line with the Constitution.

President Ruto also nominated Dr Duncan Ojwang Oburu to serve as the Chairperson of the IPOA, subject to parliamentary approval.
The IPOA Chairperson position fell vacant following the resignation of Issack Hassan, who was appointed a judge at the Court of Appeal.
According to Head of Public Service Felix Koskei, Ruto made the changes following approval by the Public Service Commission (PSC) for senior-level promotions and redeployments within the Executive.
“His Excellency, the President, has today made nominations to various Constitutional Commissions and Statutory/Intergovernmental Relations Bodies to fill vacancies that arose earlier in the year,” Koskei stated in the notice.
“Additionally, the Public Service Commission has approved promotions and redeployments within the senior ranks of the Executive.”

Following Owino’s appointment, Isaac Mwaura, who has served as Government Spokesperson since 2022, was promoted and redesignated as Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.
At the same time, the Head of State nominated Flora Mutua as a member of the PSC, an institution responsible for human resource management and governance matters within the public service.
Other Appointments
President Ruto also nominated seven individuals to serve on the Intergovernmental Relations Technical Committee (IGRTC), subject to ratification by the National and County Government Coordinating Summit.
Among the nominees is Mary Nanjala Kilobi (spouse to COTU SG Francis Atwoli), who will represent Nairobi County.
The others are Wilson Kuria Thuita (Murang’a), Silvya C. Apaa (Busia), Ahmed Kanyara Bishar (Wajir), Pascalyne Ntang’enoi Kimiriri (Laikipia), Ken Riaga (Migori), and Evalyn Chepkirui Aruasa (Nakuru).
