
HELB Introduces New Education Loans For Civil Servants Of Up To Ksh500,000
The Higher Education Loans Board (HELB) has opened applications for education loans of up to Ksh500,000 for civil servants seeking to further their studies and advance their professional qualifications.
The financing is being offered through the Civil Servants Training Revolving Fund, which targets employees in the national and county governments, the National Police Service and the Teachers Service Commission.
Eligible civil servants can use the loan to pursue PhD, master’s, postgraduate diploma and diploma programmes, as well as approved professional courses offered by recognised universities, colleges and other institutions approved by the Ministry of Education.
The facility is designed to allow public servants to finance further training while continuing with their employment, with repayment spread over a period of up to six years.
“Advance your career with HELB’s Civil Servants Training Revolving Fund! Take the next step towards professional growth with quick loan processing, flexible repayment period of 12–72 months, competitive interest rates, and financing of up to KSh 500,000,” the board said in a statement.
Borrowers will pay an annual interest rate of four per cent, with repayment periods ranging from 12 to 72 months, depending on the amount borrowed and the agreed repayment plan.
Repayment will be made through monthly check-off deductions, allowing the loan instalments to be deducted directly from borrowers’ salaries.
The facility provides civil servants with an alternative source of financing at a lower interest rate and longer repayment period compared with some other education financing options available to salaried workers.

The latest facility comes after HELB earlier this month opened applications for the 2026/27 Jielimishe Loan, which targets salaried learners pursuing further education while remaining in employment.
Through Jielimishe, eligible employed Kenyans can access up to Ksh600,000 to finance university, postgraduate, professional and other approved higher education programmes.
The Jielimishe Loan attracts an annual interest rate of 10 per cent, with repayment periods of between 12 and 48 months through monthly payroll deductions.
The programme also provides borrowers with a credit life insurance policy, offering additional financial protection during the repayment period.
Civil servants seeking to advance their academic and professional qualifications can apply for the new training loan through HELB’s online application channels.
However, they are subject to meeting the fund’s eligibility and programme requirements.
