State House, Kindiki’s Office To Get Additional Ksh.4.8B In Supplementary Budget
State House and the offices of President William Ruto and his deputy Kithure Kindiki have received an additional Ksh.4.8 billion, according to official figures.
This has called into question the austerity measures that have been implemented to curb spending.
This is according to the Supplementary Budget II 2024/25, which has been tabled in the National Assembly.
The paper shows a Ksh.86.18 billion rise in allocation across the three branches of government: executive, legislative, and judicial.
The State House budget was increased from Ksh.4.3 billion in the initial estimates to Ksh.8.1 billion in the supplementary budget for the fiscal year 2024/25.
The majority of the expenses are for cabinet affairs, wages, national festivities, operations, and maintenance costs such as medical insurance.
The budget differs from the Executive Office of the President’s budget, which covers Harambee House operations and maintenance costs.
State House, Office of the Deputy President and Office of the Prime Cabinet Secretary allocated an extra Ksh 5 billion for salaries, travel and entertainment, even as the government advocates for austerity measures.

Ruto’s office has been allotted an additional Ksh.651.7 million, up from Ksh.3.6 billion.
According to the budget, Ksh.782 million has been set aside for government printing services, Ksh.1.7 billion for administration and planning, Ksh.500 million for counter-terrorism advisory services, and Ksh.62 million for Kenya-South Sudan advising services.

Ruto’s office budget will allocate Ksh.615 million for leadership services and Ksh.149 million for strategic and policy services.
Kindiki’s office will have a net increase of Ksh.420 million in pay, operations, general administration, strategic policies, and interventions.
Following the anti-government rallies in July last year, President Ruto proposed austerity measures to recuperate monies from the dead Finance Bill of 2024.
Since then, critics have pointed out flaws in Ruto’s austerity policies, asserting doublespeak in increased borrowing and spending.
