Gov’t Announces New ID Registration Directives After Ruto’s Order

Aggrey Masai, Director of the National Registration Bureau, has announced new measures for Kenyans applying for national identification certificates, after President William Ruto’s instruction to waive application fees.

Masai disclosed that new applicants will now need to be accompanied by at least one of their parents before receiving an ID.

He spoke in Nakuru at the launch of Shabab’s revised registration procedure.

In addition, local administration personnel, preferably a Chief, will verify the parent-child relationship before the application is authorized.

“We have not lifted the ban on vetting; we have introduced new measures that will ensure proper verification,” Masai announced.

“One will be required to come with a parent, and the Chief will have to confirm the identity and relationship of the applicant with the parent,” he added.

“After that, you will be qualified for the next step of the registration process.”

According to the new guidelines, the National Registration Bureau and the government would hold Chiefs legally responsible if any individual who is not a Kenyan is handed an identity certificate.

Simultaneously, because the process has been digitised, applicants will be able to obtain their IDs within six days.

“Should we realise that the registered individuals are not Kenyans, then it will be easy for us to hold some people responsible,” the Director added.

“We will just hold the Chief responsible since they are the ones who will confirm the identity of the applicants.”

He continued: “I want to assure the applicants that under the new registration drive, they will be able to access their documents in six days.”

Masai stated that the extra procedures will allow the government to determine the identities of Kenyans, particularly at the porous border.

Interior Cabinet Secretary Kipchumba Murkomen is slated to officially commence the ID registration drive in Nakuru, which will then be extended to all 290 constituencies in Kenya.

The government intends to register at least 70,000 Kenyans through the initiative and complete the exercise in 90 days.
