KeRRA, KeNHA Director Generals Have Resigned
The announcement comes shortly after a similar situation at the Kenya Rural Roads Authority (KeRRA), where Director General Philemon Kandie resigned.
In a statement, the KeNHA Board of Directors acknowledged Ndungu’s departure.
“The Board of Directors hereby announces the acceptance of the resignation of Eng. Kungu Ndungu as Director General of the Kenya National Highways Authority, effective 11th July, 2025,” reads a statement signed by KeNHA board chairperson Winfrida Ngumi.
It also announced the nomination of Luka Kimeli as acting director general, commencing July 11, 2025.
The board did not provide any information about Ndungu’s resignation, but expressed confidence in the acting DG’s competence to oversee KeNHA’s mandate during the changeover.
Ndungu, a civil engineer and business leader, was named to the position on October 8, 2021.
He replaced Peter Mundinia, who had retired.
Philemon Kandie, Director General of the Kenya Rural Roads Authority (KeRRA), resigned just days after being tied to an alleged role in the June protests.
Kandie’s resignation was announced by KeRRA in a notice published on Friday, July 11, and it was effective immediately.

“The Authority wishes to inform the general public of the resignation of Eng. Philemon Kandie, MBS, as the Director General of Kenya Rural Roads Authority, effective 11th July, 2025,” KeRRA stated.
Government Spokesperson Isaac Mwaura also shared a copy of Kandie’s resignation letter, which comes two years before the end of his term.
“This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority, giving a notice of 3 months effective 11th July 2025, with my last day of employment being 10th October 2025,” Kandie had noted.
“I wish to proceed on my 45 days’ annual leave during the period of my notice effective 14th July 2025.”
On July 2, a petition was filed in the High Court demanding Kandie’s dismissal as KeRRA’s DG, citing suspicions that he played a part in June’s nationwide protests.
In the petition, the senior public officer was accused of using his position to divert state cash through KeRRA-linked shell firms and contractors to fund the mayhem.

The petitioner further claimed that intelligence and investigative information linked procurement accounts and logistical support for violent groups to entities affiliated with the KeRRA chief.
Kandie was accused in the petition of violating certain constitutional prohibitions, such as abuse of office, breach of public trust, misuse of public resources, and failure to uphold national ideals under Chapter Six.
The petitioner requested many significant court judgments, including a declaration that the Respondent violated the Constitution and committed gross misconduct.
This charge would result in a permanent injunction preventing him from holding any public office.
Meanwhile, Kandie is set to be replaced by Jackson K. Magondu, the current Director in charge of Planning, Design and Environment, albeit in an acting capacity.
