SIAYA: Governor Orengo Reveals Why County Projects Stalled

Siaya Governor James Orengo has blamed the stalled completion of important county projects on delayed treasury allocations, dismissing allegations of local administration.

Speaking shortly after delivering the Annual State of the County Address on Tuesday, December 9, Orengo stated that Siaya locals are concerned about the lack of movement on key signature projects.

In his televised appearance, Gov. Orengo stated that the county’s development projects cannot proceed unless the National Treasury delivers exchequer monies.

“We have no control over when the Treasury releases money or when the Controller of Budget approves expenditure,” explained the embattled Governor.

The governor highlighted that all important projects had received full funding through assembly appropriations, and nothing had been abandoned.

According to Orengo, the national-level finance bottleneck generated the image of inefficiency at the county level, despite the fact that the devolved unit planned its growth agenda months ahead of time.

George Okode, Speaker of the Siaya County Assembly, also responded to the governor’s statement, stating that the county must solve various internal administrative issues hampering service delivery immediately.

Speaker Okode emphasized that staff welfare was still a major priority, beginning with the requirement to pay daily subsistence allowances owing to county employees, which the governor had effectively prioritized.

Okode said that the Governor was aware of the long-standing issue of workers operating in acting capacities, and that the county would regularize these roles and give employees with stable, official contracts.

He added that Siaya must urgently address staffing gaps, especially within the healthcare system, to prevent service disruptions.

The Speaker’s emphasis on healthcare staffing follows the dismissal of 382 healthcare sector employees in September due to a fraudulent hiring process.

Initially, the vetting process revealed that only 120 workers of more than 500 workers were deemed legitimate.
