Adani Whistleblower Exposes MASSIVE Scandal In KeRRA

Whistleblower Nelson Amenya has expressed grave concerns regarding the integrity of the Kenya Rural Roads Authority’s (KeRRA) recruitment process for its future Director General.

Amenya, who rose to national limelight in June 2024 after revealing the contentious Adani agreement, is now focusing on KeRRA.

He has questioned why the application period for eighteen senior positions was inexplicably extended from January 13 to January 20, 2026.

The unexplained delay has sparked concerns about whose late application the board was attempting to accept and whether the hiring process was already tainted before it started.

Board Chairman Anthony Mwaura is at the core of the controversy. His nomination has spurred discussion over whether those accused of corruption can occupy such delicate public positions in Kenya.

In a protracted lawsuit, Mwaura was accused of embezzling Ksh357 million from Nairobi County through his firms, along with 16 other people and former Nairobi Governor Mike Sonko.

Amenya claimed that despite his acquittal in February 2024, the court did not do so because there was insufficient evidence to support his innocence.

Rather, it was because the prosecution did not show up for the proceedings, which the magistrate diplomatically referred to as having “absconded” from the case.

“Yes, he was acquitted in February 2024. But he wasn’t cleared because he was innocent. The prosecution simply failed to show up,” highlighted Amenya.

The magistrate had previously described Mwaura as “the main suspect” in the case and had earlier refused to drop the charges against him.

This made his subsequent appointments to sensitive government positions all the more controversial.

In July 2024, the High Court nullified Mwaura’s appointment as KRA Chairman, calling it “illegal” because he was appointed while facing corruption charges.

Justice Gikonyo termed Mwaura’s defence arguments “quite unfortunate and arrogant.”

Instead of being sent home, Mwaura was quietly reassigned to chair KeRRA in December 2024, an agency that awards road construction tenders, yet he owns construction companies that bid for government road contracts.

According to Amenya, what adds to the controversy is that Eng. Jackson Magondu has been serving as Acting DG since July 11, 2025.

This exceeds the six-month limit set by Section 34(3) of the Public Service Commission Act, making his continued stay illegal.

Nelson Amenya indicates Magondu may be applying for the same DG position he currently occupies.

This raises questions about how someone controlling the organisation’s operations and influencing recruitment criteria can also be a candidate fairly.

“Sources indicate he may be applying for the same DG position he’s currently acting in. This is a fundamental conflict of interest,” stated Amenya.

“How can someone who controls the organization’s operations, timelines, and influences recruitment criteria also be a candidate? Policy doesn’t allow this. He should step aside.”

However, Amenya claims that Chairman Mwaura has been canvassing behind the scenes, privately engaging these consultants to influence the selection outcome.

KeRRA is already drowning in corruption scandals, with the Ethics and Anti-Corruption Commission (EACC) recommending prosecutions worth Ksh2.048 billion against various officials.

Meanwhile, former DG Philemon Kandie resigned in July 2025 amid allegations of misusing Ksh4.6 billion.
