Education Ministry Announces New Senior School Fee Structure

The Ministry of Education has issued the new senior school price structure, which aims to eliminate unnecessary levies and reduce confusion among parents and students.

In a gazette notification published on Friday, February 6, Education Cabinet Secretary Julius Ogamba stated that the new price structure applies to all public senior schools operating under both the Competency-Based Education (CBE) and the 8-4-4 systems.

The fees are designed to reflect the government’s assistance while emphasizing the costs that will be borne by parents, particularly in boarding and special needs schools.

The system, established under the Basic Education Act, applies to all Day Senior Schools, Boarding Senior Schools with two cost levels, and Special Needs Schools.

Day Senior Schools

The government will cover all approved fees for day senior schools, so parents will not be charged anything.

The overall government allocation per learner is Ksh22,244, which includes Ksh4,144 for tuition, Ksh1,500 for activity fees, and Ksh2,000 for medical and insurance.

Others include Ksh200 for SMASSE, Ksh9,400 for administration and other vote heads, and Ksh5,000 for maintenance and enhancement.

Senior School Boarding

Parents will pay for boarding-related fees at senior schools, while the government will continue to support tuition and other essential academic costs.

Schools that were previously allowed to charge up to KSh 53,554 will now have a revised total yearly fee of KSh 75,798.

For schools previously capped at Ksh40,535, the total annual fee has been set at Ksh62,779, with the government still contributing Ksh22,244 and parents paying Ksh40,535.

Parents will cover Ksh25,385 for boarding equipment and stores, Ksh12,900 for other vote heads, Ksh250 for activity fees, and Ksh2,000 for maintenance and improvement, with tuition fully funded by the government.

Special Needs Schools

The government also published a separate fee structure for senior schools for learners with special needs.

The total annual cost per learner is Ksh70,764, with the government covering Ksh57,974 and parents contributing Ksh12,790, mainly towards boarding equipment and maintenance.

This includes Ksh4,144 for tuition, Ksh23,220 for boarding equipment and stores, Ksh5,000 for maintenance and improvement, Ksh9,400 for other vote heads, Ksh1,500 for activity fees, Ksh2,000 for medical and insurance, Ksh12,510 top-up support, and Ksh200 for SMASSE.

“This fee structure shall take effect from 5th January 2026. Schools shall spread these fees over the three school terms at the ratio of 50:30:20,” CS Ogamba directed.

While making the announcement, CS warned public schools against charging tuition fees or introducing extra levies outside the approved structure.
