Ghana Releases Official Identity of Infamous ‘Russian Man’ As DCI Steps Up Investigations

The name of the now-infamous ‘Russian man’ accused of secretly filming intimate sessions with Kenyan and other African women without their permission has been disclosed.

Following consultations with the Russian ambassador to Ghana, the Ghanaian authorities publicly released the Russian national’s passport, identifying the suspect as 36-year-old Vladislav Luilkov.

According to Ghana’s Communication Minister, Sam George, the government has initiated international legal action against the guy to guarantee that he is charged as soon as he leaves Russia.

“We had very fruitful deliberations where we presented information available to us with relation to Vladislav Luilkov, the Russian national who is alleged to have engaged in non-consensual recording of ladies,” he stated.

“Working with the Ghana Police CID, we have activated international legal action through INTERPOL to ensure that once the individual sets foot outside Russia, we have a legal route to make him answer for his actions within Ghana,” he added.

The latest development comes after the Russian government refuted earlier accusations regarding the individual’s identification.

They discovered that the widely shared moniker on social media did not correspond to any known Russian name.

Initial reports identified the viral ‘Russian man’ as Yaytseslav, a 36-year-old video developer from Ulyanovsk, Russia, who characterized himself as a ‘pickup artist’.

But it turns out that his widely known moniker is a ruse that he employs to distribute sexual content on his social media platforms.

Sergei Berdnikov, the Russian ambassador to Ghana, said Tuesday that he could not confirm the man’s nationality.

Berdnikov further stated that the name popular on social media is not a valid Russian name, but rather a derogatory word in Russian.

He, however, revealed that Russian authorities were already aware of the individual’s activities in other countries and that investigations by Russian experts were ongoing.

In recent days, social media platforms were flooded with videos purportedly showing the Russian national’s multiple encounters with women, some of them Kenyan, sparking widespread online debate.

With his identity now revealed, Ghanaian authorities are now waiting until he gets out of his country so that they can charge him with the offences.

This is due to Russia’s policy that bars its nationals from being expelled and being charged in a foreign country.

Meanwhile, Kenyan authorities, through the Directorate of Criminal Investigations (DCI), continue to call on victims and witnesses to come forward and record a statement as they intensify investigations into the matter.

“We are deeply concerned about the reported circulation of intimate content involving Kenyan women, which is a clear violation of privacy, dignity, and the law,” a statement from DCI said.
