“Stop Selling Kenyan Passports!” – Martha Karua Tells Ruto
Martha Karua, the leader of the People Liberation Party (PLP), has asked President William Ruto to address concerns about suspected irregularities in Kenyan passport issuance.
Karua’s demands come after reports that a sanctioned Sudanese national accused of funding the Sudanese war was discovered in possession of a Kenyan passport.
In a statement posted on Saturday, February 28, Karua questioned how Algoney Hamdan Dagalo Musa, brother of Rapid Support Forces (RSF) leader Mohamed Hamdan Dagalo, better known as Hemeti, purportedly obtained Kenyan citizenship certificates.
According to Karua’s statement, the disclosure was confirmed when the US Department of Treasury amended its sanctions list to include Musa’s Kenyan passport.

She claims that the individual in question has been photographed with the head of state, raising concerns that the president is now selling Kenyan citizenship.
“Today, when you go to immigration with a Kenyan identity card and apply for a passport, you get it. So who gave them Kenyan nationality?” Karua posed.
“And these people with questionable passports are people who have taken photographs with William Ruto,” she added.
“The question I want to ask him: Are you selling Kenyan citizenship? If so, you have disgraced that office of the president.”
Her concerns stemmed from recent allegations from the United States Department of Treasury that Musa carried a Kenyan passport and was roaming freely despite being subject to international sanctions.
According to a recent expose by The Standard newspaper, Musa, as the RSF financier, moved easily across borders using three passports, two Sudanese and one Kenyan, and frequently used Kenya as a base.
According to the exposé, the Kenyan government invalidated his passport hours before the story aired, showing a flawed acquisition process.
Similarly, the document showed that over 20 Sudanese nationals were naturalised as Kenyan passport holders and bypassed regular biometric checks, and that some documents contained inconsistencies.
Musa was sanctioned by the U.S. Treasury in October 2024, before Canada and the European Union followed suit.
However, human rights activist and presidential hopeful Boniface Mwangi also shared a list of foreign individuals who were issued Kenyan passports.

According to Mwangi, the list purportedly came from the directorate of immigration services and orders to issue them with the documents he alleges came from the statehouse.
In the list: a Zimbabwean entrepreneur at the centre of the graft probe in Zimbabwe and high-ranking officials from the RSF, including Musa.
“Selling Kenyan passports is evil, but selling our passports to criminals is pure demonic,” Mwangi stated.
However, despite the expose and calls for government action, by the time of this publication, no official information has been issued by relevant authorities clarifying these claims.
