EXPLAINER: Why Governor Orengo Visited State House Amid Ruto Criticism

Siaya Governor James Orengo has justified his travel to the State House last year, claiming that his choice to engage the national government was motivated by constitutional responsibility and the interests of Siaya inhabitants.

In November of last year, the governor visited the State House with other Siaya County government officials, including Members of the County Assembly (MCAs).

The conference, presided over by President William Ruto, generated debate, considering Orengo’s frequent criticism of Ruto’s administration.

However, Orengo explained in an interview with Spice FM on Thursday, March 5, that the visit did not represent a shift in his political stance.

“Even if you are an MP, you have to take care of your constituency. Similarly, with a governor’s position, running a county depends on the politics of the day,” he said.

Orengo noted that, while leaders may be sponsored by political parties and expected to participate in party activities and national discussions, these obligations do not supersede their constitutional responsibilities.

He emphasized that national conversations directly affect counties, just as county actions influence the national government.

“I go by the Constitution because it says that the two levels of government should work together in collaboration and cooperation,” Orengo stated.

“So when there is a basis and a need for me to engage the national government appropriately, I will not hesitate to do so.”

The governor also stated that involving the national government is critical to preserving devolution and ensuring that counties receive appropriate resource allocations.

At the same time, Orengo warned against the ‘return of the imperial presidency,’ pointing out that many leaders are increasingly flocking to the State House for favors.

He noted that such a trend underscores the importance of insisting on fairness and equity in the distribution of national resources.

Orengo maintained that his focus remains on delivering services to Siaya residents and strengthening devolution.

He also insisted that engagement between the two levels of government should not be mistaken for political alignment.
