President William Ruto has made a dramatic shift by reappointing former Cabinet Secretaries Eliud Owalo and Moses Kuria to important new positions, just months after their dismissal.
Despite Kenyans’ dissatisfaction with previous appointments, this move indicates a renewed emphasis on rewarding his loyal supporters.
According to Ruto, the appointments are part of a team aimed at advancing his Bottom Up Economic Agenda (BETA).
Ruto had excluded 12 of his former Cabinet Secretaries from his new broad-based government, which included five members loyal to opposition leader Raila Odinga. Kuria and Owalo were amongst them.

Ruto has promoted Eliud Owalo, the former Cabinet Secretary for Information, Communication, and the Digital Economy, to the position of Deputy Chief of Staff for Performance and Delivery Management, a move that has sparked widespread interest.
According to a notice issued by Head of Public Service Felix Koskei on August 23, Owalo’s new position is at the ministerial level.
His role is to ensure the effective implementation, monitoring, and evaluation of the government’s priority projects.
Owalo’s appointment is viewed as a strategic step toward improving the efficiency of government operations.
His responsibilities will include overseeing the performance of various government ministries, departments, and agencies to ensure that they align with the ambitious BETA plan.
This plan, which aims to drive economic growth at the grassroots level, will heavily rely on Owalo’s performance management and delivery expertise.
Moses Kuria, the former Cabinet Secretary for Trade and Public Service, has been appointed as a Senior Advisor to the President’s Council of Economic Advisors.
This role is expected to use Kuria’s extensive experience to help with the BETA plan’s implementation.
Kuria, as a Senior Advisor, will provide high-level economic and strategic advice, as well as contribute to the development and implementation of policies aimed at revitalizing Kenya’s economy.
The reappointments come amid ongoing scrutiny of Ruto’s administration and its ability to deliver on its economic promises.
Ruto appears to be relying on Owalo and Kuria’s previous experience and insights to help him navigate the complex challenges that his administration faces.
The strategic placements are intended to strengthen his team’s ability to meet the ambitious economic objectives outlined in the BETA plan.
Dennis Itumbi, a well-known political commentator and strategist, has been named Director of the Creative Economy and Special Projects in the President’s Executive Office.
Itumbi’s new position, which was also approved by the Public Service Commission, reflects the administration’s commitment to innovation and growth in Kenya’s economic sector.
His responsibilities will include leading initiatives to nurture and expand the creative economy, which is viewed as critical for future economic diversification.
