Ruto Approves Bill That Will Fine Kenyans Ksh10 Million

The Cabinet, led by President William Ruto, has passed the Assumption of President and Transition of Executive Authority Bill, 2024.

The law passed at a Cabinet meeting on Tuesday, December 17, offers rigorous steps to close loopholes and guarantee easier, more cohesive presidential transitions in the country.

It sets harsher penalties on both state and public officials who block the transition, including fines of up to Ksh10 million or imprisonment for up to ten years, or both.

It consolidates the procedures for taking office and transferring executive authority into a single legislative framework to make the process more efficient.

The Bill, which will be brought before Parliament for consideration, establishes a unified statute governing the President-elect’s acceptance of office and the transition of executive power.

Another important element in the Bill assures that the President-elect and Deputy President-elect get security arrangements comparable to those of the current President and Deputy President.

To cater to unanticipated circumstances, the Bill handles situations in which the outgoing President is unable to attend the swearing-in event.

In such instances, the bill recommends that the handover of instruments of power be prohibited while the swearing-in process remains unchanged.

The proposed legislation also maintains continuity in government operations by allowing cabinet secretaries and principal secretaries to stay in office until fresh nominations are made by the incoming administration.

The Bill also states that the transition of executive power would be considered complete once the President, Deputy President, Attorney-General, Cabinet Secretaries, Principal Secretaries, and Secretary to the Cabinet take office.

Other provisions explain the President-elect’s involvement in nominating and appointing members of the Assumption of Office Committee, as well as the construction of a Transition Centre.

The cabinet also approved the formation of a presidential working group to devise a comprehensive approach to reducing femicide, as well as the construction of a Clean Bus Rapid Transit (BRT) System to address Nairobi’s transportation difficulties.
