Uasin Gishu, Samburu Leads As CoB Announces Counties’ Revenue Collection

The latest own-source revenue collection report from the Office of the Controller of Budget names Uasin Gishu, Samburu, and Isiolo as among the best counties.

Twelve counties achieved more than 75% of their annual targets. Uasin Gishu County, for example, set a target of Ksh1.17 billion and has already collected Ksh1 billion.

Samburu County, on the other hand, set a target of Ksh256 million and has already collected Ksh224 million in the first nine months of fiscal year 2023/2024.

Similarly, Turkana County exceeded one-third of its revenue targets.

The county set a target of Ksh220 million for own-source revenue but has only collected Ksh135 million so far.

Other top-performing counties were Kirinyaga, Isiolo, Nandi, Vihiga, Meru, Wajir, Narok, Nyeri, and Elgeyo-Marakwet.

However, the budget controller officer identified counties with the lowest proportion of their own source revenue compared to targets.

These counties included Kericho (30.8%), Nyandarua (27.1%), Machakos (26.3%), and Lamu (20.7%) of the annual target.

Kericho, for example, had a revenue target of Ksh1.2 billion but only collected Ksh243 million.

Nyandarua County, led by Moses Ndirangu Badilisha, set a total revenue target of Ksh1.2 billion but only collected Ksh167 million for the past nine months of the financial year 2023/2024.

The Office of Budget Controller, led by Margaret Nyakang’o, urged county governments to stop accumulating pending bills as the primary cause of underperformance.

“The Controller of Budget advises the county governments that recorded performance below 50 percent of their annual target to control budget commitments to avoid accumulating pending bills in the coming financial year,” the report read in part.

Meru Governor Kawira Mwangaza initially denied reports from the Controller of Budget’s office that the county government had spent Ksh1 billion on foreign trips.

Mwangaza urged Margaret Nyakang’o, the budget controller, to act quickly and correct the record.
