Another Impeachment Motion Loading For Governor Kawira Mwangaza For Alleged Misconduct

Embattled Meru County governor Kawira Mwangaza appeared in the Senate during her impeachment hearing on November 7, 2023.

A new attempt to impeach Meru County Governor Kawira Mwangaza is set to begin at the Meru County Assembly on Wednesday morning.

Zipporah Kinya, a Nominated Member and Deputy Leader of the Majority Party is expected to introduce a motion to impeach Governor Mwangaza for gross violations of the Constitution, various national and county laws, and abuse of office.

Ms Kinya’s notice of motion makes numerous specific allegations against the Governor, including illegal appointments and dismissals, financial misconduct, and misleading the public.

Notably, the Governor is accused of revoking CPA Virginia Kawira Miriti’s appointment as Secretary/CEO of the Meru County Public Service Board without proper authorization and in violation of the law.

Additionally, the Governor is accused of failing to appoint or illegally appointing chairpersons for several county boards without the necessary vetting and approval by the County Assembly.

The document goes on to detail allegations of financial misconduct, such as the irregular payment of doctors’ emergency call allowances.

As a result, an excess payment of Ksh.74.3 million was made, and a manual payroll system was used to pay personnel salaries totaling Ksh.102.94 million.

The motion also emphasizes the Governor’s role in hiring a large workforce, which significantly increased the county’s wage bill beyond legal limits.

This will be the third time first-term Governor Kawira Mwangaza has faced an attempt to remove her from office.

In November of last year, she survived her second impeachment attempt after a majority of the 47 Senators failed to uphold any of the seven charges leveled against her.

The County Assembly of Meru voted unanimously to remove her from office.

Governor Mwangaza was accused of misappropriating county resources, nepotism and unethical practices, bullying and vilifying other leaders, abusing her statutory powers, contempt of court, illegally naming a public road after her husband, and contempt of the Meru County Assembly.

She was initially impeached by the Assembly in December 2022, but an 11-member Senate Special Committee appointed to investigate the grounds for her impeachment submitted a report stating that none of the charges leveled against her had been proven.
