The Kenyan-led mission in Haiti drew criticism after one of its armoured vehicles broke down during a patrol mission in downtown Port-au-Prince.

According to the Miami Herald, several Kenyan police officers joined Haitian police on a patrol of downtown Port-au-Prince after one of the vehicles broke down and needed to be towed.

According to the Miami Herald, the police convoy was forced to come to a halt after police fired warning shots into the air in Haiti’s capital.

A video obtained by AfricasNow showed a stalled convoy with residents stopping to take photos of the scene.

Following this breakdown, several Haitian public officials have spoken out against the UN mission’s lack of air or sea equipment, claiming that it could jeopardize the mission’s success.

The Miami Herald’s investigation into the mission revealed that Kenyan troops and others did not receive any helicopters, planes, or boats to assist the police.

The Multinational Security Support mission, which arrived in Haiti a month ago, is equipped with armoured vehicles, radios, high-calibre weapons, and drones, but there are no dedicated air or sea assets, according to a US State Department spokesperson.

However, experts have poked holes in this approach, citing that Haiti’s hilly terrain would pose a challenge for the police without air backing.

According to Delva, a security expert, Haiti’s powerful gangs are still very active, despite not carrying out the same coordinated attacks they did in late February and March after attempting to capture Port-au-Prince.

“Gangs are on standby mode … waiting to see,” Delva said.

Victor, of Ganthier, is waiting to see if the joint operation will restore normalcy to his 92,000-strong community.

“It is really alarming,” he said. “The gangs are pillaging people’s properties. They are the ones making the law, and controlling the city.”

According to the experts, gangs that were already familiar with the terrain would be aware of hiding spots, jeopardizing the mission.

“The gangs know where to hide, and without aerial support, you cannot conduct a serious operation, even if you have drones,” stated Réginald Delva, a former public service official.

This criticism comes after Kenya’s National Police Service (NPS) revealed that officers were able to recover several critical infrastructure from gang dominance in Haiti.

According to the statement, the Multinational Security Support (MSS) Mission successfully recaptured the Auorite Portuaire Nationale (APN) port from gangs.
