Treasury Clarifies Mysterious Death of Employee Amidst Ksh 286 Million Tender Saga
The National Treasury has denied allegations that its employee Evans Chrichir died while performing duties at the ministry’s offices.
In a two-page clarification, Treasury Principal Secretary Chris Kiptoo stated that Chirchir was hit by a vehicle on the night of August 31, 2024.
He also mentioned that Chirchir worked as an intern at the Ministry of Finance.
According to Kiptoo, the Officer Commanding Station (OCS) at the Kyumvi outpost in Machakos confirmed the arrest of the driver involved in the crash.
He also revealed that a post-mortem examination had been performed to determine the exact cause of death.

“He was not involved in any sensitive or decision-making capacities within the department, and the incident that led to his death occurred during his private time, far from his work responsibilities,” Kiptoo clarified.
Treasury’s Complete Clarification:
Mr. Evans Chirchir was an intern at the National Treasury as part of the Public Service Internship Program (PSIP), Cohort 6, beginning on February 1, 2024.
He was assigned to the procurement section, but as an intern, he had no active involvement in the tendering or procurement decision-making processes.
His disappearance occurred on the evening of Saturday, August 31, 2024, in the Kyumvi neighborhood of Machakos Junction, while returning from a private function in Makueni.
Because it was the weekend, Mr. Chirchir was not on official duty at the time of the incident.
On Monday, September 2, 2024, the National Treasury learned of his disappearance and subsequent death.
His body was discovered at Machakos Level 5 Hospital, where he had been admitted on the night of 31 August as a victim of a road accident.
Meanwhile, Chirchichir’s body was discovered at the Machakos Level 5 mortuary several days after his family reported him missing.
A medical superintendent at Machakos Level 5 Hospital revealed that the deceased’s body arrived at the facility around 9 p.m. on the same day.
Police officers from the Kyumvi Police Station identified his body and informed his family of the incident.
Chirchir’s family claimed that his death could have been caused by the nature of his work at the Treasury.
According to family lawyer Felix Kaeto, the deceased had reportedly received death threats, raising concerns about whether his death was related to a tendering process in which he was involved.

The lawyers claimed Chirchir was working on a Ksh286 million Treasury tender when he went missing, only to be discovered dead days later.
“What we are getting is that there was a tender of Ksh286 million and Chirchir also raised this issue and informed his brother that his life was in danger mainly because of the tendering process,’’ Kaeto revealed.
‘’Were the issues surrounding the tendering process related to the death of Evans Chirchir? Those are the issues that we want the DCI to unravel.’’
