Ruto Appoints ex-IEBC Chair, Jaguar In New State Positions

On Tuesday, November 12, President William Ruto nominated Ahmed Issack Hassan as chairperson of the Independent Policing Oversight Authority (IPOA), one of several new crucial state appointments to government organizations.

In the statement, the Head of State stated that Hassan was suitable for the job due to his extensive legal knowledge and previous chairmanship of the Independent Electoral and Boundaries Commission.

“The nominee is an Advocate of the High Court of Kenya with 30 years’ experience as a legal practitioner and consultant in various countries including Kenya, Somalia, South Sudan, Namibia, and Afghanistan,” he stated.

“Mr. Hassan holds a Bachelor’s Degree in Law (LL.B) from the University of Nairobi, a Postgraduate Diploma in Law from the Kenya School of Law, and a Diploma in Contemporary Public Administration Management from Galilee International Management Institute, Israel.”

Ruto also nominated seven other members to the IPOA, including Ann Wanjiku Mwangi, Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Annette Mbogoh, John Muchiri Nyaga, Ken Williams Nyakomitah, and Jackline Lukalo Mwenesi, who will be vetted alongside Hassan to take over the authority.

Ruto also nominated Charles Orinda Dulo, who, after vetting, will become the country’s next Ombudsman and chairperson of the Commission of Administrative Justice (CAJ).

Dulo was a founding member of the faculty at Daystar University’s School of Law, where he continues to lecture.

He has also taught law at Strathmore University School of Business, Daystar University School of Law, and the Jomo Kenyatta University of Science and Technology (JKUAT) School of Law.

“He holds a Bachelor’s Degree in Law (LL.B) and a Master’s Degree in Law (LL.M) from the University of Nairobi; and a Postgraduate Diploma in Law from the Kenya School of Law,” Ruto stated in the appointment document.

Charles Njagua Kanyi, a former Starehe Member of Parliament, has been nominated to serve on the CAJ alongside Dorothy Jemator Kimengech.

The President also appointed fresh nominees to the Salaries and Remuneration Chairperson Commission (SRC), where Sammy Chepkwony has been named the new chairperson designate.

Chepkwony will join six other members of the SRC if Parliament approves his nomination.

Martin Kizito Ong’oyi will represent the Defence Council, while Mohamed Aden Abdi will represent county governments.

Others include Leonid Ashindu, Gilda Odera, Geoffrey Apollo Omondi, and Jane Gatakaa Njage.

The President also appointed members to the National Gender Equality Commission (NGEC), with Rehema Dida Jaldesa being the chairperson nomination.

Over the last three administrations, Jaldesa has held a number of leadership posts, the most notable of which was as Isiolo County Women Representative in the twelfth parliament.

Furthermore, the Head of State has nominated a candidate for the position of Second Deputy Governor of the Central Bank of Kenya. He has nominated competent banker Gerald Nyaoma Arita for the position.
