CS Muturi Calls For More Funds To Critical Gov’t Programs

Justin Muturi, Cabinet Secretary for Public Service and Human Capital Development, has stated that critical government programs are stalled owing to budget gaps.

During an appearance before the National Assembly Departmental Committee on Labour, the CS encouraged the committee to increase funds in the sector to improve public service delivery.

He emphasized the critical need for strategic investments in human capital development, showing that budget deficits jeopardized the effectiveness of vital government programs.

Muturi also stated that budget cuts had an impact on the Kenya School of Government (KSG), which is responsible for civil servant training, limiting its ability to enhance public sector capacity.

Following the cuts, civil servants are claimed to be receiving inadequate training.

“The Kenya School of Government is a cornerstone for capacity building in the public service,” he stated.

“However, continued budget cuts have reduced training opportunities, creating competency gaps that impact service delivery.”

Aside from the KSG, the Huduma Kenya program has suffered significantly as a result of the budget cuts.

Muturi reported that past budget cuts have halted several Huduma projects, denying citizens access to critical services.

“Huduma Kenya is designed to bring government services closer to the people, but without sufficient funding, many of its projects cannot move forward,” he noted. 

The CS pushed the committee to develop a more systematic approach to resource allocation, ensuring that essential institutions receive the money they require to improve efficiency and service delivery.

The CS contends that the government cannot afford to underfund a critical institution such as the public service, which keeps government operations operating.

“A well-equipped public service is the backbone of effective governance,” he reiterated. 

The request for increased cash for his ministry comes at a time when the CS is openly criticizing the government.

In response to Auditor General Nancy Gathungu’s report on the Social Health Authority (SHA), Muturi boldly claimed that he cautioned about the Ksh104 billion SHA system, but his advice was ignored.
