Gov’t Makes Changes On Death Certificates Under Maisha Namba

The government has stated that under the Maisha ecosystem, all babies will be assigned a Unique Personal Identifier (UPI).

This UPI will be used for the rest of one’s life, and when the person passes away, the number will be converted into the Death Certificate number.

Dr. Belio Kipsang, PS of Immigration and Citizen Services, indicated that students will use their UPI numbers for KEMIS and subsequently use the same number for the Death Certificate.

He was addressing at the launch of the Kenya Education Management Information System (KEMIS), which is an upgrade of the National Education Management System (NEMIS).

“Under the Maisha ecosystem, we will provide a Unique Personal Identifier (UPI) to every newborn, which will also be used by KEMIS,” Kipsang explained.

In the event of death, the UPI will be the death certificate number. This will help us with accurate data on inevitable transitions.”

This approach represents a significant shift in the issue of death certificate numbers.

Previously, the Civil Registration Services generated death certificate numbers during the registration process.

Families were required to apply for a certificate after obtaining a burial permit, and each document was assigned a unique number based on an internal system administered by government registries.

However, with the UPI, the system has altered, and one will use the same number from birth until death.

It is important to remember that these changes only apply to babies who acquired UPIs after October 2023, when the system was fully implemented.

It will also apply to all KEMIS students, who will be assigned UPI numbers. Kenyans without UPIs will continue to use the old system until it is phased out.

On Thursday, the Ministry of Education unveiled a 15-member multi-agency team to steer the rollout of the new national student database, KEMIS.

KEMIS will consolidate existing registers for all students, from foundation learning to university level, into a single database, a step that the government sees as critical to addressing the myriad difficulties in the education sector.

Basic Education PS Prof Julius Bitok stated that the KEMIS pilot program will begin in July of this year, with a full changeover in September.
