DCI Summons Wiper MCA, Former County Executive Over June 25 Protests

The Directorate of Criminal Investigations (DCI) in Makueni has summoned two leaders in connection with the June 25 protests.

Nzaui-Kilili-Kalamba Ward MCA Francis Mutuku and Urbanus Wambua, former members of the Machakos County Executive Committee, were summoned to the DCI offices.

The authorities consider them persons of interest in investigations into the mayhem that occurred in Makueni County during the protests.

“I am making inquiries into an alleged offence of arson and malicious damage to property contrary to section 332/339 (1) of the penal code,” the summon reads in part.

“In exercise of powers conferred upon me under section 52(1) of the National Police Service Act, I require you to attend a summon at Makueni Police Station at 10.00 am on July 2.

The DCI further cautioned the two leaders that failure to obey the summons would be sufficient grounds for prosecution.

Mutuku acknowledged that he had received the summons and was on his way to the DCI office in Makueni.

“Yes, I have received the summons. They are talking about malicious damage to property but I do not know much about that. I’m on my way to the DCI as we speak,” Mutuku said

Makueni County was one of the regions where protests on June 25 became violent, with multiple incidents of destruction and ongoing clashes between police and protestors.

Among the 16 victims who were proven deceased from the protests countrywide, two were from Makueni, with autopsy reports indicating they died from gunshot wounds.

The two leaders’ summons came just a day after officials raided two youth leaders affiliated with former Deputy President Rigathi Gachagua’s Democracy for Citizens Party.

The family of Peter Kawanjiru claimed that officials from the Director of Criminal Investigations forcibly seized their relative on Monday night, and another youth leader, Wanjiku Thiga, verified her detention on Tuesday, July 1.

As investigations into the June 25 mayhem continue, the DCI said on Monday that 485 people have been arrested in connection with the protests.

Of this amount, 448 had previously been charged, with 37 still under investigation.
