Ruto Appoints Senior Advisor For Protest Victims Compensation Framework
President William Ruto has nominated Makua Mutua, his senior advisor on Constitutional Affairs and Human Rights, to oversee the framework for coordinating compensation for protest and riot victims.
Ruto announced Mutua’s nomination as the chief coordinator of the state intervention and compensation framework, as well as the framework’s 120-day duration.
He further stated that the team would include representatives from his office, the Office of the Attorney General, the Treasury, and the Ministry of the Interior, as well as other relevant state agencies.
“I, William Samoei Ruto, President and Commander in Chief of the Kenya Defence Forces, in exercise of the authority vested in me, do hereby establish a coordinating framework for compensation of victims of protests and riots,” he announced.

“The Office of the President shall discharge this mandate in collaboration with the Office of the Attorney General, Ministry of Interior & National Administration, The National Treasury, and all the other relevant State agencies,” he added.
Ruto stated that the government and the public must strike a balance between civic responsibility and constitutionally protected freedoms.
He stated that since the 2010 Constitution, Kenyans have had the freedom to express themselves through protests and picketing.
Nonetheless, the Head of State revealed that some of these demonstrations and picketing had become violent, resulting in bodily harm and loss of life.
“There is compelling national interest in establishing a framework for accountability for victims of demonstrations, including civilians and security personnel who lost their lives or suffered bodily harm during public protests,” Ruto affirmed.

President Ruto’s decision follows a recent surge of protests in the country that resulted in the deaths and injuries of numerous Kenyans, including security officials.
Despite appeals for compensation for the victims, the government has been hesitant to do so, prompting criticism from a variety of groups, including the political class.
In June of this year, former Prime Minister Raila Odinga called for compensation for victims and families of those killed or injured during last year’s youth-led anti-government rallies and preceding demonstrations.
Speaking at the Madaraka Day celebrations in Homa Bay, Raila commended President Ruto’s public apologies, which expressed deep grief for Kenyans who died and were injured in last year’s protests.
