Another County Signs Agreement With Ruto To Transfer Responsibilities

Kakamega County Government has confirmed an intergovernmental agreement with the county government to facilitate the issue of bursaries and scholarships.

In a gazette notice dated January 16, Kakamega County Governor Fernandes Barasa stated that the county government signed the agreement on May 19, 2025, and it went into force on June 1, 2025.

The agreement establishes a framework for the restricted transfer of education functions from the national government to the county government, solely for the purpose of awarding bursaries and scholarships.

According to Barasa, the arrangement includes primary, special education, secondary, university, and tertiary institutions.

The governor stated that the agreement intends to increase transparency and accountability in the county’s bursary and scholarship management.

The governor stated that the agreements will also encourage resource sharing between the county and national governments in the education sector.

“It is notified for the general information of the public that pursuant to the provisions of Article 187 of the Constitution of Kenya, sections 6, 34, and 36 of the County Governments Act, section 26 of The Intergovernmental Relations Act, the National Government through the Ministry of Education and the County Government of Kakamega have entered into an intergovernmental partnership agreement,” the notice read.

“This Agreement may be amended as may be required from time totime by mutual consent of the parties,” it added.

“Such amendment shall be inwriting, shall come into force on the date of execution, and shall formpart of this Agreement.”

The original agreements can be inspected at the Ministry of Education’s headquarters, as well as the office of the Kakamega County Attorney at the Kakamega County Headquarters.

The declaration comes three weeks after Mombasa Governor Abdulswamad Sheriff acknowledged the signing of a similar agreement via a gazette notice on February 6.

According to the Governor, the agreement, which was signed on January 15, will also provide a framework for the transfer of elements of the education functions from the national government to the county government.

“The objective of this agreement is to promote sharing of resources in education service delivery, and enhance and promote equitable access to quality and inclusive education,” Abdullswamad said.
