Ruto Issues Orders For 44,000 Intern Teachers After End of Contract
Over 44,000 teachers who have been operating under contract terms for 2 years will automatically transition to permanent, pensionable terms, President William Ruto has announced.
Speaking during a national education conference in Naivasha on Thursday, May 7, President Ruto said that more than 44,000 teachers were recruited on contract terms.
The teachers also understood that after two years, they would be automatically transitioned to permanent and pensionable terms by the Teachers Service Commission (TSC).
The President further claimed that he was not aware of any intern teachers who have remained in service beyond the two years, tasking TSC with determining whether any teachers have not been absorbed.
“I hope there are no teachers who have served more than two years as interns because that is not what I bargained for,” Ruto observed.

“Every teacher can only serve for two years on contract after which they transition to permanent and pensionable terms,” he added.
At the same time, Ruto indicated that the government may consider further reviewing the internship duration in the future, depending on fiscal conditions.
He suggested that, should the financial situation improve, the internship could be shortened from two years to one year over time.
“As the situation improves, we can reduce it to one year, and when our situation improves further, we can hire all our teachers on permanent terms at once,” he added.

Ruto’s orders come amid confusion in the education sector as intern teachers who have served for over two years held nationwide protests demanding conversion to permanent terms.
The protests, which have lasted for two weeks since the resumption of the second term, have severely disrupted learning in public schools. Many interns are threatening to abandon work until their demands are addressed.
Although TSC officials confirmed that the teachers would be automatically transitioned, the commission has previously stated that the confirmation will be subject to budgetary approval from the National Treasury.
The teachers are also protesting the government’s plan to hire more teachers on contract terms, stating that another group of interns can only be hired after they are confirmed.
