DCI Reveals Misuse Of OCS Taalam’s Mobile Line While In Prison

On Tuesday, July 22, 2025, Inspector Moses Adeli of the Directorate of Criminal Investigations (DCI) headquarters presented a report to the Milimani Magistrate Court.

The report indicated suspicious activities using a mobile phone number registered with the OCS Central Police Station, Samson Taalam.

In his presentation, the officer stated that investigations had revealed unauthorised SIM swap activity and potential misuse of the mobile line associated with Taalam’s number, even while he was still in custody.

Inspector Adeli informed the court that the original cell phone and SIM card used by the OCS prior to his arrest were secured at Lang’ata, where he was arrested on June 15.

A day later, on June 16, data showed that a SIM replacement request was submitted from a different location via a third-party service.

“Analysis reveals the SIM card associated with the number registered to Taalam was swapped and activated on another device,” the inspector testified.

Further forensic research revealed that the International Mobile Equipment Identity (IMEI) numbers associated with the number had changed at least three times.

This, he noted, indicated attempts by unknown individuals to avoid detection.

The report further revealed that while Taalam was in detention, the Independent Policing Oversight Authority (IPOA) had already secured his original phone and SIM card as exhibits.

Despite this, the line was reportedly active on multiple devices in different locations.

“The continued use of the number, despite the owner being in custody and his devices seized, indicates unauthorised access,” Adeli added.

Investigations are ongoing to determine the identities of those responsible for the SIM swap and alleged misuse of the OCS phone line.

DCI officers have since apprehended a suspect in relation to the SIM exchange.

He was arraigned in court on Monday for a miscellaneous charge.

The court granted a request to detain him for seven days pending further investigation, with a hearing scheduled for next Monday.

During the arrest, detectives found three mobile phones, 29 used SIM cards, and 13 unused SIM cards.

The recovered objects have yet to undergo forensic investigation.

Prosecutors confirmed that investigations are still underway to determine the identities of other accomplices.
