Mombasa, Trans-Nzoia Set To Promote 169 Doctors, Hire 64 Permanently
At least 147 doctors are poised to be promoted following successful negotiations between the Mombasa County Government and the Kenya Medical Practitioners, Pharmacists, and Dentists Union (KMPDU).
The breakthrough came after the medics submitted a strike warning on February 24, citing long-standing issues over stalled promotions, delayed statutory deductions, and employment instability for contracted doctors.
Mombasa Governor Abdulswamad Nassir spearheaded the negotiations with KMPDU, which resulted in an agreement on Tuesday, March 3, that provides immediate and phased advancements across numerous job groups.

According to the agreement, 15 doctors in Group M have received promotion letters to Group N, while promotion for other groups will occur in stages.
On April 1, 33 doctors in higher groups will be promoted, followed by an additional 39 in July. Groups Q → R (17) and R → S (4) will also receive promotions.

Mombasa County has also committed to converting 64 doctors on contract to permanent and pensionable status by June 1, 2026.
Meanwhile, the county promised to settle all pending statutory deductions by September 2026 in order to address the financial concerns that sparked the initial strike notice.
In a statement, KMPDU Secretary General Davji Atellah stated that the agreement would include administrative and legal safeguards, with minimum political intervention.
“Both parties have agreed that medical personnel and operations shall remain free from political interference,” a statement from KMPDU Secretary General Davji Atellah said.

Trans-Nzoia Breakthrough
A similar milestone was achieved in Trans-Nzoia County, with doctors in the region reaching an agreement with Governor George Natembeya to secure promotions and permanent positions.

In Trans Nzoia, 22 doctors in Job Group N will be promoted to Group P by March 17, 2026, while doctors in Job Group P advancing to Q will also receive their promotions.
Promotions for higher groups Q, R, and S are set to be finalised within 90 days of February 17, 2026, including full financial adjustments.
The county also committed to converting 12 contract doctors to Permanent and Pensionable terms by March 31, 2026, and confirmed that medical insurance coverage will remain valid while procuring a new comprehensive policy.
