Senator Omtatah Blasts DCI’s Inefficient Issuance Of Good Conduct Certificates
Busia Senator Okiya Omtatah has expressed his dissatisfaction after being denied access to the Directorate of Criminal Investigations (DCI) Headquarters on Kiambu Road, Nairobi.
In a statement made on Monday, January 6, the congressman accused the detectives of stopping him from entering while following up on a colleague’s Certificate of Good Conduct, which he claimed had taken an unreasonable amount of time to produce.
The Senator, while mourning the episode, termed it as alarming and a clear indicator of systemic inefficiencies that, he observed, continue to impede service delivery in public institutions.
Omtatah believes that all public institutions must serve all residents in a transparent, accountable, and fair manner.
He stated that denying people access to such services erodes public trust.

“I am deeply concerned and disheartened by an incident that transpired today at the Directorate of Criminal Investigations (DCI) Headquarters on Kiambu Road, where I have been denied entry while seeking to urgently follow up on a Certificate of Good Conduct for a colleague,” Omtatah lamented.
“This certificate, often required for employment and other critical purposes, is a fundamental public service that must be accessible to all Kenyans without unnecessary barriers,” the Senator added.
While expressing indignation, the legislator urged DCI officers to promptly evaluate and streamline admission rules to ensure that urgent situations are dealt with the seriousness they require.
He also encouraged the detectives to build a clear, transparent, and accessible complaints mechanism for those who face difficulties while seeking treatment.
Omtatah also encouraged the DCI to guarantee that all its officers at public service points demonstrate professionalism, respect, and civility to citizens.

Omtatah’s refusal of access to the DCI premises comes just a week after he accused investigators of kidnapping cartoonist Kibet Bull, whose whereabouts remain unknown.
Addressing the press on December 26, the senator said that DCI officials took the social media influencer in a Subaru sedan shortly after he left his office.
Omtatah recounted seeing six Subaru automobiles parked outside his office, where he had organized a meeting with guests, including Kibet Bull, who expressed interest in supporting his presidential campaign.
“I believe he was abducted by DCI officers, as soon as he arrived at my office, my security detail told me that they were monitoring a Subaru that had been mounted with spy gadgets,” Omtatah claimed.
