IEBC Fines Kasipul Candidates Ksh1 Million Each Amid Risk of Disqualification

The Independent Electoral and Boundaries Commission (IEBC) has fined Kasipul by-election candidates Boyd Were and Philip Aroko Ksh1 million apiece in response to recent violence in the constituency during campaigning.

Addressing journalists on Wednesday, November 19, the IEBC’s Electoral Code of Conduct Enforcement Committee directed the two candidates to pay the amount within 48 hours or face additional disciplinary action.

In the news conference, the IEBC cautioned that if any of the two candidates committed any electoral offenses during the constituency’s political campaigns, they would be prohibited from running in the elections.

“Mr Philip Aroko for the violation is hereby condemned to pay a fine of Ksh1 million to IEBC within 48 hours of these hours, and similarly, Mr Boyd Were is also condemned to pay Ksh1 million to IEBC within 48 hours of these orders,” the IEBC said.

“A most stern warning is hereby issued to both candidates that should any violation of the electoral code be repeated by any of them, this committee will consider all penalties under the law, including their disqualification,” the Commission added.

In addition to fining the two candidates, the Committee directed all Kasipul Constituency by-election candidates to closely adhere to the harmonised campaign schedule, which was agreed upon in their presence.

The IEBC also stated that it had acquired intelligence inputs linking the Homa Bay County Government to recurrent meddling in the Kasipul by-election campaigns.

The Commission chastised Governor Gladys Wanga’s government, accusing it of illegally exploiting public resources to interfere in Kasipul political activities in violation of the law.

“This committee condemns the use of public resources and involvement of public officers in political campaigns, as this is in contravention of Section 14 of the Elections Offences Act,” IEBC affirmed.

The current IEBC report comes in the wake of recent unrest in the Opondo region of Kasipul constituency, which killed two persons and destroyed property.

Several individuals were injured when the Orange Democratic Movement (ODM) party candidate Boyd Were’s campaign crew battled with Independent Counterpart Philip Aroko’s side.

The incident resulted in the IEBC summoning the two candidates to a disciplinary meeting on Monday, November 17, to hear complaints about the much-anticipated by-elections slated for November 27 this year.
