NIS Report Exposes Gov’t Agencies Selling Kenyans To Russia, Ukraine

National Assembly Majority Leader Kimani Ichung’wah has released extensive intelligence assessments that link commercial agencies and rogue officials to a developing Russian military recruitment pipeline.

According to the National Intelligence Service (NIS), the continuous conflict has resulted in the active recruiting of foreign fighters, with Kenyan ex-police officers, ex-soldiers, and civilians aged mid-20s to 50 targeted.

The recruiters reportedly promised desperate job candidates Ksh350,000 monthly salary, bonuses ranging from Ksh900,000 to Ksh1.2 million, and eventual Russian citizenship.

According to intelligence assessments filed with the Directorate of Criminal Investigations, over 1,000 Kenyans have left the nation.

According to the most recent updates from February 2026, at least 200 of them had been enlisted into active combat duties.

Many victims were reportedly flown out on vacation visas via Istanbul and Abu Dhabi, while others were redirected through Uganda, the Democratic Republic of the Congo, and South Africa to avoid tougher security at Jomo Kenyatta International Airport.

According to the study, the authorities collaborated with rogue airport officials from the Directorate of Immigration Services, the Directorate of Criminal Investigations (DCI), the Anti-Narcotics Unit (ANU), and the National Employment Authority (NEA).

The agencies have been enabling recruitment without interception at Jomo Kenyatta International Airport.

It further indicates that the rogue agencies have also been colluding with staff at the Russian Embassy in Nairobi and the Kenyan Embassy in Moscow, who have been issuing the recruits with Russian-visit visas.

Equally, some civilians who are working in Qatar, Afghanistan, Saudi Arabia, Dubai, Jordan, and Asian countries took the lucrative deal and traveled to Russia.
