TSC Announces Amendments To KEY Teachers’ Regulation, Invites Public Input

The Teachers Service Commission (TSC) has announced plans to amend Regulation 20 of the Code of Regulations for Teachers in a move that could change how teachers are qualified for registration in Kenya.

TSC on Tuesday, April 28, issued a public notice inviting members of the public, including teachers, to submit their views on the proposed changes before the May 13, 2026, deadline.

Pursuant to section 47(2) of the TSC Act, the Commission intends to amend Regulation 20 of the Code of Regulations for Teachers, which sets out the qualification framework for teacher registration,” the Commission announced.

According to TSC, the proposed amendments aim to review the qualification for teacher registration to align the teacher registration framework with emerging educational standards.

In particular, the proposed law seeks to clarify the eligibility and requirements for teacher registration, which include holding recognised academic and professional qualifications.

The bill also tightens entry requirements into the teaching profession in a move aimed at ensuring that only qualified candidates enter the profession.

The proposed law further changes how TSC handles disciplinary cases among teachers with the bill, enabling TSC to suspend or deregister teachers who violate professional standards.

Under the new proposed guidelines, TSC will be fully mandated to regulate training, certification renewal, and competency standards for all teachers.

“In accordance with Section 5 of the Statutory Instruments Act, 2013, the Commission hereby invites stakeholders and members of the public to submit written memoranda,” TSC directed.

TSC noted that all written memoranda should be submitted on or before May 13, 2026, through the Commission’s email address: regulation20@tsc.go.ke
