
Ex-IEBC Officials Fined Up To Ksh 1.6 Million For Falsifying Academic Credentials
In separate incidents, two former Independent Electoral and Boundaries Commission (IEBC) staffers were found guilty of using falsified academic credentials to obtain jobs and promotions.
This coincides with the Ethics and Anti-Corruption Commission’s (EACC) campaign against public sector fraud.
The most recent conviction occurred in the Milimani Anti-Corruption Court on July 2, according to a statement released by the EACC on Tuesday, July 7.
After accepting a plea deal, the court found a former IEBC Constituency Office Clerk guilty.
The clerk fabricated a Kenya Certificate of Secondary Education (KCSE) certificate allegedly issued by the Kenya National Examinations Council (KNEC), according to investigations conducted by the EACC.

He then used it to secure employment at the Electoral Commission in July 2012.
According to EACC, the clerk pleaded guilty to charges of fraudulently acquiring public property, forgery, and presenting a forged document.
Further, the court ordered the clerk to pay a total of Ksh2.6 million, including Ksh1.5 million in compensation and Ksh50,000 in fines for each of the forgery-related offences.
In a separate case concluded on June 29, 2026, the same court convicted another former IEBC employee of using a forged university degree certificate to obtain a promotion within the commission.
According to the EACC, the employee presented a falsified Bachelor of Arts in Social Studies (Public Administration) degree certificate purportedly issued by Moi University to support his application for promotion from Constituency Office Clerk to Constituency Elections Assistant.

Following a full trial, the court convicted the employee of deceiving a principal and uttering a false document but acquitted the former IEBC employee of the forgery charge.
The former staffer was fined a total of Ksh110,000, with custodial sentences in default of payment.
The latest convictions point to the persistent challenge of forged academic credentials in public service recruitment and promotion, as authorities intensify efforts to safeguard integrity in government hiring.
The anti-graft agency said the convictions demonstrate its continued efforts to safeguard integrity in public service recruitment and career progression.
They also warned that the use of forged academic or professional certificates to obtain public employment, promotions, or other public benefits remains a criminal offence.
EACC said it will continue investigating and prosecuting individuals who fraudulently obtain public positions using fake academic credentials.
