SHA Announces Outstanding Payment Dates

The Social Health Authority (SHA) has stated that it will make final payments to health facilities for services delivered under the national health insurance system within the next three weeks.

Mercy Mwangangi, Chief Executive Officer of SHA, confirmed in a statement on Tuesday, July 22, that the authority is currently reviewing all healthcare claims submitted by July 1.

It is believed that the country’s over 9000 contracted healthcare facilities do this to ensure compliance with the Authority’s requirements.

According to Mwangangi, the authority has already concluded the examination of the primary healthcare fund and maternity package, and payments are scheduled to be paid today, July 22.

Furthermore, Mwangangi stated that the authority is currently reviewing inpatient, surgical packages, and other medical claims, with payments expected within the next three weeks.

So far, Ksh3 billion has been distributed to eligible hospitals after the authority completed its examination of claims for accident and emergency, haematology and oncology, and renal care services.

“SHA is currently reviewing all healthcare claims to ensure compliance with contractual obligations and access rules as stipulated under Social Health Insurance Regulations 59 and 61,” Mwangagi said.

The payment notification comes amid worries over delayed disbursement, which some facilities allege has jeopardized their ability to provide adequate care.

A recent study by the Rural and Urban Private Hospitals Association of Kenya (RUPHA) found that only 20% of facilities contracted under SHA’s Primary Health Care (PHC) model received full monthly reimbursements.

According to the Ministry of Health, the SHA system presently covers 9,365 establishments, including 5,219 public facilities, 3,650 private hospitals, and 496 faith-based organizations.

“About 36% of the facilities had resorted to debt, 30% were at risk of defaulting on these loans, 13% were at risk of auction, 9% faced small claims court cases from suppliers, and 1% had already shut down operations,” RUPHA said.

In a statement issued on Tuesday, July 22, Health Cabinet Secretary Aden Duale stated that 24 million Kenyans had enrolled in the insurance system.

According to Duale, 4.5 million Kenyans have already got treatment for common ailments and maternity care, with 2.2 million receiving specialised care.
