22 Bungoma Politicians Under Investigation Over Inflated Trip To Uganda, Christmas Tree

The Ethics and Anti-Corruption Commission (EACC) has summoned 22 lawmakers and executives from the Bungoma County Assembly over alleged public fund losses of millions of shillings.

The summons is related to an ongoing investigation into allegations of fraud and misappropriation of public funds stemming from a reported benchmarking trip to Mbale, Uganda, and the subsequent lighting of a Christmas tree at the Governor’s Office in 2019.

According to the commission, the two operations cost taxpayers a total of Ksh6.5 million between the 2019/2020 and 2020/2021 fiscal years.

It is understood that investigators are looking into how the cash was requisitioned and used.

To help the investigations, the anti-graft agency ordered the officials to appear before its investigators for interviews and statement recording.

This was done by an official notice issued by the EACC Western Regional Director on behalf of CEO Abdi Mohamud and addressed to the Clerk of the County Assembly of Bungoma.

The persons have been summoned to appear at the EACC Western Regional Office in Bungoma on various dates between February 26 and March 9, this year, to assist with the investigations.

The commission stated that the probe and investigations will center on alleged irregular imprest payments made for the benchmarking trip, as well as expenditures related to the Christmas tree lighting ceremony.

At the same time, EACC has instructed the Clerk to notify and ensure that all the listed officers appear on their assigned dates and times without fail, as investigators seek to finalise the matter.

Meanwhile, according to initial investigations by the anti-graft body, the County Government of Bungoma is alleged to have misused a total of Ksh3.7 million on the Christmas tree lighting event.

In addition to another Ksh2.8 million on the Uganda benchmarking trip. Both are now at the centre of the agency’s investigations.

The investigation follows an earlier invitation and report from the Senate Public Accounts Committee (PAC) to examine alleged irregularities highlighted in the Auditor General’s report from Bungoma County.

According to the report, funds for the event were drawn from a County Vote through a purported imprest.

Additionally, the agency will rely on earlier requested imprest warrants, imprest cashbooks, bank deposit slips, personal files of the officials, and all correspondence related to the benchmarking trip and Christmas celebrations to aid the probe.
